Resupply from garrison to garrison.#152

Resuppy does not work if towns dont have same nation flag showing; even if both garrisons are the same. (example- right now Jodo-Egehzee no work)
So, even though jodo and eghezee are both USA garrisons, can not resupply, cause eghezee says French town.

Correct it’s not town to town resupply but garrison to garrison resupply

Seclin and Lille both have USA garrisons - and resupply works.
Longwy and Esch both have french garrisons - but resupply does not work? That is the bug. (it doesn’t work because Esch says brit town)
