[Training Server] Map Starting conditions both incorrect and not fully functional when training server is reset#692

Description:
Upon training server resets, many issues exist which either deviate from community expectations or make certain areas non-functional. The following issues have been noted as recently as 1.38.2.0.

Actual Results:
Sev 1 (Fully broken)

1. Area 51 central “Army Training Grounds” area is not able to be selected as a valid mission origin point for any faction
2. Area 51 “Camp ____” towns are unable to be selected as valid mission origin points for any faction

Sev 2 (Highly Disruptive)

1. A United States ground forces brigade is not resent in either camp Victoria or camp Yvette, this blocks American forces from using “Army Training Grounds” spawn location in the center of area 51

Sev 3 (Against community expectation or makes training/marketing more difficult)

1. Only British air is available at “Test AF 2”
2. Only American air is available at Maaseik

Expected Results:
1 & 2. All possible spawn points are selectable and functional in Area 51

1. American forces can spawn at “Army Training Grounds via at least one US flag present in either camp Yvette or camp Victoria
2. British, French, and American air forces are available at Test AF 2 to provide a backup location to area 51
3. British, French, and American air forces are available at Maaseik to provide air forces for training and marketing purposes in the Roermond area
