Infantry Brigades Missing Fallbacks#694

Recently after the server restart by OHM some Infrantry Brigades that normally have thier Fallbacks preserved do not. This has been cofirmed by both AHC and GHC. The three allied Brigades that did not have fallbacks after the server came up were towns with either a connection to another Brigade or in a town with a Division.
