Restricted Units - HC Officer / NCO's / Hero's etc.#700

These units need to be restricted like they were PRIOR to victory points being added to the game. Currently VP can be exchanged to spawn these units. HC Offiers should only be able to be spawned by existing seated HC members. NCOs, Ammo Bearers, Commando and Anti Tank Rifles should only be for Builders as that is the EXCULSIVE benefit of paying for those. F2P should not be able to use victory points for those units.

This has been resolved for all, live in game.
