Allied Units In Habay#723

Habay has American Flag Units in it, but it is an Axis owned town. The Flags are there visually, but do not identify the units when you click the town.

Is bug yes, but not sure it matters; when we have axis flag in town; shows axis

This is a known database related issue, oddly it’s not happening on other clusters just on live. Non-critical but definitely isn’t where it should be.
