1.39.0.0 [Open Beta] - Air/Navy persona - Creating a mission should be invalid if no air/navy supply#821

This happens on Air or Navy persona.

I click Air persona or Navy persona.

Then I click a “Create Mission” button.

I select a town that has no air/navy supply to it.

At that point, it should be invalid, but I was able to continue and create a mission after that.

There needs to be a message that pops up and says “This [Town] does not have Air (or Navy) supply in it. Please look for an Air/Navy icon [insert the air/navy icon here] below the Town and create a new mission on that. Unless you want to continue and create a new Army mission?” Then list the options, something like that.

Same (logic) problem also occurs when I click “Instant Action” –> “Create Mission” –> was able to create a mission that had no air/navy supply to your Air/Navy persona. Needs to have an invalid message that pops up at this point as I’ve suggested above here.
